I had it activated before I met the monarch for the first time and I just tried giving up and re-accepting the quest and it still didn't work
I've basically completed the current build of the game but have not gotten the monarch yet even though I have a sunflower for her (she hasn't popped up since the first time I've seen her is there someplace other than placid plains I need to go?)
